New user and extremely confused....

Hey everyone! I’m new to the UTAU program and I can’t hear any voice, I changed the region to Japan and restarted my laptop twice and it still doesn’t work
i really need some help and thanks in advance ^^
(Btw I’m a Windows 7 user)

You should not be changing region or any other language settings, you need to change locale, which is the language for non-unicode characters. Here are the steps for changing locale: https://www.java.com/en/download/help/locale.html

Once you've done that, you need to completely uninstall UTAU and delete any UTAU related files, then redownload and reinstall UTAU. Check to see if you're able to use an existing voicebank and get sound from that to ensure that everything's running as it should. Then you can try your own voicebank again and narrow down the issue.
