why won't Defoko sing even with pc's region changed??

I've changed my pc's region and added on japanese but it still doesn't work. If I type in any letter in the lyric bar, it doesn't understand it and renders it as "?". I'm new to UTAU so I could be missing some stuff

Welcome to UtaForum, thehatman! Is the language setting for non-Unicode applications set correctly? Go to Control Panel->Time and Region->Region->Change date, time and number formats (or click "Additional date, time and regional settings" in Dashboard->Time and Language->Region to activate the control panel if you can't find it) and click "Change system locale" on the Administrative tab of the region dialog. Also, make sure your system uses a point (.) as the decimal symbol otherwise the oto.ini won't get parsed correctly upon rendering.
