Issue with Japanese locale (Win 7 32 bit) [solved]

please can you help me? I have an issue with setting up the japanese locale in win 7
The thing is that when I reboot the computer it just crashes and turns back in english locale again.
The steps that I do are these:
Control panel--> Time and lenguage --> Configuration --> Administrative --> Unicode lenguage -->japanese

You need to change the system locale.To do that:
Control Panel --> Clock Language and region --> Region and Language --> Administration tab --> Langaguge for non-unicode --> change system locale --> then pick japanese and restart.

I had solved it XD the issue I think that it was related with a virus. But thank you 4 trying to help me =)
(I think that half of the text here is wrong written XD)
