having problems with installing vb

I put Teto's whisper bank in the utau voice file and it won't work. For OG utau, I'm able to test out samples but it doesn't let me play notes I've put down and also doesn't show character profile pic. For open Utau, it will tell me there's nothing in Teto's voice file.
