you need to set your locale

You need to set your locale to Japan and not change it back. Be sure not to confuse this with just adding a Japanese Keyboard, or changing your time/date settings to Japanese.
You also will need to re-install and potentially re-download UTAU after ensuring your locale is changed. The question marks should be Japanese characters.
