It's free like UTAU, but it's a Chinese program, I believe. The program is called NIAONiao, created by Dsound. Here are some videos and a website. The voices sound a little... unique, as a light way of putting it.
Videos to what it looks like:
【裊裊NIAONiao cover】最炫民族風 feat.冀音翔【初戰x渣調教】
袅袅歌声合成软件(中文)-参数测试5(内部测试)—在线播放—优酷网,视频高清在线观看
[袅袅翻唱] 人生レセトバッタン - 百音リク

That's all I know about it. I haven't actually used the program and I do not know how to use it or know how to make a 'NIAONiaoloid'.

- You can insert notes just like vocaloid, so there aren't any spaces.
- The files you can import are nn (which is it's own composition file), vsqx, MIDI, and usts.
- If you enter Mandarin symbols, they will actually play with preset settings- but not with all voicebanks.
- It supports Japanese and Korean symbols but you cannot do anything with them.
- Composition is a lot easier because you click on the pitch and it plays for you, like in vocaloid.
