Fanmade Lui Hibiki?

So i was listening to yohioloid's english demo, and on the side there was a link to Lui Hibiki's demo
So i was kinda like "OMG FINALLY CLICK"
and when i read the desc....
"This is a fanmade voice [UTAU] Not official, It was done without bad intentions." with a download link
Is this even legal? It's not releasing the voicebank illegally (i hope not, the utau sounds horrid), but they are using lui's design and likeness with what i'm sure is a lack of permission?

How do you feel about this? I mean i can't even comprehend why someone would think this is a good idea
unless they are just looking for attention, but, REALLY?

If a character is copyrighted it is illegal to use that character without the permission of the copyright holders (when there is monetary gains involved).

But the VOCALOID fandoms are kind of given carte blanche when it comes to designs, so this is a moral grey area.

Taking Lui's samples and making a bank with them is illegal.

Making a bank with your own voice and using Lui's design is a moral grey area if you make no money, but is a BAD idea on its own.

Honestly I giggled when I saw that x'D But it shows one thing : despite the growing need-and-want of more mature and manlier voices amongst Vocaloids that some fans expressed a lot lately, there are still other ones who are still keeping an eye on Lui and Ring's coming and release, and who wish their release....

For some reasons, it also minded me to this UTAU-Haku VB (even if she's a fanmade Vocaloid so well...) which I thought was a myth until I fall on this old video (reprinted from NND):

That can be pretty confusing for newcomers or people waiting for more information about Ring and Lui, and can also cause some troubles and legal issues once the true Vocaloid voicebank will be shown and released =S Like, what will happen to it when this day comes ?

And anyway, I begin to strongly believe Lui is having a Gordon Freeman syndrom /shotdown
