Does one exist? The two banks I recorded were in two separate files and oto'd sepereately. Is there a way to merge it into 1 or will I have to manually input the numbers from the other one?
I believe that if there are no conflicts between the two otos, you can open them up in a text editor and copy/paste one oto into the other. Also, there is a way to have separate folders for different recordings with their otos in one bank, but I don’t quite remember how it is done.

I think I know what you're talking about. It'd be like if you were to do a multipitch voicebank.
You can have the one voicebank folder dragged into the other folder and then set up a prefix so you can use both voicebanks in one
You can do that pretty easily in SetParam. There's an option in the file menu that basically allows you to merge two oto.ini's, but only two at a time.

I know that you can open it in Notepad or something, but it always saves as a .txt file for me. I think you can convert them back into a .ini file, but I don't remember where I saw the tutorial for it.
you just merge them by copy pasting the contents of one oto.ini into the other, then save and add in the new .wavs. As long as they don't have conflicting files, it's good to go. If they need to remain seperate banks but usable within one another; do what @Zansatsu said.
