UTAU won't install again [Windows 10]

So I recently redownloaded UTAU after cleaning my entire computer of any files to do with UTAU, and it keeps coming up with the following boxes:
(I'm selecting the top option here.)

Bear in mind I've already prepped my system by changing the system locale and clearing residual files.

I already deleted and uninstalled the program, but this keeps coming up as if there is still an existing version on my computer? I'm confused and don't know what's happening here.

It'd be much appreciated if someone could help me figure out what is going on

I asked my friend to translate that. This is what she gave me.

"first one asks whether to restore (修復) or delete (削除) the UTAU tool... the second one says there was an error even though the installation is complete. Something wrong with the windows package..."
