Where on your PC is your UTAU folder kept? If it's a folder like Program Files or Program Files (x86), try moving it to a place that doesn't require admin rights, such as Documents. Keeping UTAU in one of those Program Files folders can cause a lot to not work properly, such as rendering, plugins, etc.

Edit: Also can you go to Tools > Option and screencap your Rendering tab?
