How To Make An OTO From Scratch?

Hey, so I was making each sample for my VCV Japanese voicebank when I realized there wasn't an OTO base included in the folder. I'm sorta new to making an OTO base. Can anyone help? If you need details, I used Zurui's Custom VCV Reclist 1.3 for my voicebank.
