It's a common issue. Go to controll panel -> clock and region -> change date, clock or number format (the same window you go to to change locale), and then go to the format tab, hit more/advanced options and change the decimal settings in the number tab from a comma (,) to a dot (.). If your setting was allredy a dot, then I recomend making a thread where you describe things in more detail.

I recomend making a thread on the problem, that way you may describe the issue in more detail (how everything was installed ect.) and possibly get help.
