Whenever I try to boot up UTAU, it always gets stuck at the Windows Installer screen. I've set my system locale to Japanese and I've re-installed UTAU 4 times, it just isn't working! Can someone help me? ;;;;;;

My UTAU stopped working quite a while ago now, it freezes on the Windows Installer so I can't oto my voicebank! :( I would be really grateful if you did this and I could let you request a VOCALOID cover from me!
