It might be because some multipitch VCV voicebanks have all their pitches with a suffix at the end. The plugin only works if there are entries in the oto without a suffix.
And of course, applications should be strict! We wouldn't want any moresampler generated otos or slapped-on-Audacity-mixed covers for quality control. Active participation should be a must as well unless you state beforehand that you'll be going on a hiatus before getting kicked out.
There would be a point/currency system for asking/offering to make sure a member is not just leeching off services. How complicated the task being offered/asked varies on how many points is given/taken from (ex. CV oto has less points than a VCCV oto, a duet mix has more points than a solo mix...

I prefer either separate vbs or 1 huge vb if the aliases don't conflict with each other (for example, VCCV English and CVVC Japanese would have conflicting aliases). I like all the pitches in 1 vb so I can easily use both vbs for multilanguage songs. If they're separate vbs with conflicting...
