The video is about various UTAU key combinations, accessing menus via the Alt-key (which I'd probably appreciate more if I was only using a keyboard and had no access to a mouse), and the Quantize setting which allows more fine-tuned note lengths.
There is no speech in the video. The text is in German. English translation of the key combinations and what they do below in the spoilers.
Most people using UTAU probably know these keys already. I believe Cdra described at least some of them in her Big UTAU Starter Guide, and the UTAU wiki has an article about them as well. Still, I wanted to provide a German translation of the commands, so here it is.
Nützliche Tastengriffe

Diphonizer-Plugin.
Sollten mehrere Plugins mit demselben
Anfangsbuchstaben in der Liste vorhanden sein,
springt die Auswahl zwischen diesen Plugins
hin und her, bis man mit [Enter] eines
bestätigt.
5. Ziehe das Ende der Note nach links
= Note wird gekürzt, eine Pause entsteht.
6. Halte Shift + bewege das Ende der Note
= Note wird kürzer/länger
=alle= folgenden Noten werden
beeinflusst.
7. Halte Strg + bewege das Ende der Note
= Note wird kürzer/länger
Nur die folgende Note wird beeinflusst.
Die erste Note kann die Folgenote
komplett 'auffressen'.
8. Halte Strg + Shift + ziehe das Ende der Note nach links.
= Note wird in zwei Teile geteilt
9. STRG + A = Alles auswählen (Noten und Pausen)
10. STRG + W = Alles auswählen
abgesehen von den Pausen vor/nach
der ersten bzw letzten Note
11. STRG + L = Wähle alles ab diesem Punkt aus
12. STRG + U = Vereine Ausgewähltes
13. STRG + E = Öffnet Note Property

Die "Alt"-Taste
Wie bei anderen Programmen auch, kann man sich auch
mithilfe der Tastatur durch das Menü bewegen,
ohne die Maus zu benutzen.
Das funktioniert über die [ALT]-Taste.
Drückt man die [ALT]-Taste, sieht man, dass die
Buchstaben in Klammern oben im Menü unterstrichen werden.
Drückt man diese Buchstaben auf der Tastatur, öffnet
sich das entsprechende Dropdown-Menü.
[ALT], dann [E] öffnet das "Edit"-Dropdown-Menü.
Auch in den Dropdown-Menüs werden die Buchstaben in
Klammern unterstrichen angezeigt.
Das Drücken des jeweiligen Buchstabens aktiviert
die ihm zugeordnete Funktion.
Ist ein Buchstabe mehrmals in einem Menü vertreten,
springt die Auswahl mit jedem Drücken der Taste
zwischen den Möglichkeiten hin und her,
bis sie mit [Enter] bestätigt wird.
Dabei gilt, dass [Enter] die Auswahl bestätigt.
Mithilfe von [ESC] verlässt man das jeweilige Menü.
Quantize
Wenn Noten verkleinert werden oder geteilt werden,
bestimmt der Wert bei "Quantize" im Menü rechts neben
der Tempo-Angabe, wie klein die Noten maximal sein dürfen.
L32 ist der Standard.
Ist L4 ausgewählt, haben Noten eine Mindestlänge
von 480 (eine Viertelnote).
L64 ermöglicht Noten mit einer Länge von 15.
Diese Einstellungen halten sich an ein gewisses
Raster und enden stets auf -5 (15) oder -0 (480)
Wählt man dagegen (none) bei Quantize aus,
richten sich die erstellbaren Notenlängen nicht mehr
an das gewohnte Raster.

I have a plugin named “kanaswitch”. When I hit [K] on my keyboard, this plugin will be activated on the selected notes.
If there are multiple plugins starting with a letter, the selection will cycle through the plugins with each pressing of the corresponding key until you confirm the selection with [Enter].
5. Drag the end of a note to the left = Note is being shortened, a rest-note is created to fill the gap.
6. Hold SHIFT + drag the end of a note = Note gets shorter / longer. All following notes get moved according to the change.
7. Hold CTRL + drag the end of a note = Note gets shorter / longer. Only the note immediately following is affected and gets longer or shorter according to the change. If the first note is lengthened enough, it can eat up the following note.
8. Hold CTRL + SHIFT + drag the end of a note to the left = Note gets split in two parts (How small the created notes can be is determined by the “Quantize”-Setting to the right of the tempo setting in the UTAU interface. Standard: L32 32th note. If you want smaller notes, change it to L64 64th note)
9. CTRL + A = Select all (notes and rests)
10. CTRL + W = Select all except for the rests in front the first note and after the last note.
11. CTRL + L = Select all from this point on.
12. CTRL + U = Unify selected notes.
13. CTRL + E = Open Note Property of selected notes. If only rests are selected, Note Length is being opened.
14. CTRL + T = Open Pitch Control for selected notes.
15. CTRL + Y = Open Envelope Editor (only for one note)
16. CTRL + G = Open Oto Entry of the first note in selection.
CTRL + R = Insert Rest
The usual:
17. CTRL + Z = Undo last action
18. CTRL + SHIFT + Z = Redo last undone action
19. CTRL + X = Cut selection
20. CTRL + C = Copy selection

The "Alt"-key

When you hit the [ALT]-key, you’ll notice a change in the “File(F) – Edit(E) – View(V) - …” section of the UTAU interface. The letters in brackets will receive an underscore. Hit the corresponding key of one of those letters on your keyboard, and the marked dropdown menu will appear.
Hitting [ALT], then hitting [E] will open the “Edit” dropdown menu.
You’ll notice that there, too, are letters in brackets. If you enter the menu via the ALT – E combination, these letters will have an underscore and can be accessed via hitting the corresponding key on your keyboard. If a letter appears multiple times in the list, the selection will cycle through the appearances of the letter until the selection is confirmed by hitting [Enter].
A selection is confirmed via [Enter].
A menu is closed by hitting [ESC].
Quantize
When notes are made shorter or split, the Quantize setting will determine how short a note might be.
L32 is the standard.
If L4 is selected, a note has the minimal length of 480 which equals to a quarter note.
L64 allows notes of a length as small as 15.
If (none) is selected, the note lengths will stop conforming to the usual musical note length rules and enable notes with lengths as crude as “523” or “126”.
