Trouble changing locale on XP

Well, I am at a friend's house and I was supposed to help setup UTAU and stuff, but I'm having some big problems...

I went to change the locale on her computer to Japanese, but I found that it doesn't have the Japanese language pack already installed. There's a box you can check that says, "install east asian language pack", but it can"t because they don't have the disc containing the files that it's asking for. Is there another way to obtain these files? I don't know what else to do. I also attempted to use AppLocale, but the internet says that it also requires the language pack.

Can you help me out? I hate not being able to help my friend get started with UTAU. :/

You can actually use UTAU without changing your locale, I did for a year. It's just a little more convenient. I don't know how to help you. Sorry....

Hmm...really? To be honest, I didn't try to actually use the program. And I don't remember back to when I first started with UTAU to know if it worked. All I know is that when my friend opened up UTAU for the first time, there was of course tons of gibberish. The one thing that made me assume that it wouldn't work was the ever so common "bad file name or number" message. I thought that was one of the things that happened when sound didn't render. You know...how beginners usually say, "sound isn't coming out." But I forget... XP

Yeah well before I changed my locale I stuck to romaji voicebanks that were aliased in hiragana. I could still use ust's in encoded in hiragana, though. It's just a lot more convenient in Japanese.

First download and install the necessary language pack from here: http://windows.microsoft.com/en-us/windows/downloads/languages-xp

Next, rather than change system language, go to the region tab. There will be an area that states "locale" rather than "language" and select Japan. Your system will require a restart afterwards. Upon booting up Japanese locale will be default.

Please use caution, as many programs you install (such as printer drivers, etc) will default to installing in Japanese.

Pretty sure you need the XP install disc for japanese...if you look up japanese on that list, then it says "available only to certain customers". It could be complicated if your friend doesn't have the disc.
