Matsudappoiyo with no oto.ini?

So I've tried to download multiple Matsudappoiyo VBs from the official website (They're currently up for 10th anniversary), and all the oto.ini files are blank. There are full ones in each individual folder, but the primary one is blank. I really want to be able to use Matsudappoiyo while he's still available!

Multipitch voicebanks made on Windows will have OTO.ini files for each pitch folder, which are all perfectly readable by UTAU. A properly configured multipitch voicebank with a prefix map will automatically switch between different pitches, so you don't need to be concerned with the various pitch suffixes.
You don't need to worry about a blank OTO in the main folder if there are no audio files there. The voicebank will load just fine.
